-(으)ㄹ 바에야 is a high-frequency TOPIK II grammar pattern for comparison, judgment, and modality. It does not simply compare two neutral choices. Instead, it presents one option as undesirable and says that another option is the better, more reasonable, or less harmful choice.

X-(으)ㄹ 바에야 차라리 Y겠다 / Y는 것이 낫다
Rather than doing X, I would rather do Y.
