🔑 The Big Picture

TOPIK II listening often includes short debates about public policy, regulations, education, welfare, technology, transportation, or legal reform. These questions are not mainly about memorizing policy vocabulary. They test whether you can follow who supports what, why they support or oppose it, and what limitation or counterargument appears.
In policy and law debates, speakers usually do four things:
  • State a position: 찬성 / 반대 / 신중해야 함 / 부분적으로 동의함
  • Give evidence: statistics, fairness, safety, cost, public convenience, effectiveness
  • Respond to an opposing view: 하지만, 그렇다고 해서, 물론, 반면에
  • Suggest a condition or alternative: 단계적으로 시행해야 한다, 예외 규정이 필요하다, 홍보가 먼저다

🧩 Core Concepts / Patterns

1. Position markers

Listen for direct stance expressions:
  • 저는 이 법안에 찬성합니다. = I support this bill.
  • 그 정책은 아직 이르다고 봅니다. = I think the policy is premature.
  • 취지는 이해하지만 시행 방식에는 문제가 있습니다. = I understand the purpose, but there is a problem with implementation.

2. Evidence markers

Evidence usually follows these connectors:
  • 왜냐하면, 그 이유는, 실제로, 조사에 따르면, 무엇보다
  • Example: 조사에 따르면 시민의 70%가 야간 소음 규제에 찬성한다고 합니다.

3. Counterargument markers

A speaker may agree with part of the opposing view before disagreeing:

4. Policy vocabulary to recognize

✅ Exam Strategy

  1. Catch the topic first. Ask: “What policy or law is being discussed?”
  1. Mark each speaker’s stance. A = 찬성? 반대? 조건부 찬성? B = ?
  1. Separate evidence from examples. Examples support the main argument but are not always the answer.
  1. Watch for reversal words. 하지만, 그러나, 그렇다고 해서 often signal the real answer.
  1. Choose the answer that reflects the whole argument. Avoid options that use the right vocabulary but distort the speaker’s stance.

⚠️ Pitfalls

  • Keyword trap: The answer repeats 안전, 비용, or 효율 but gives the wrong conclusion.
  • Extreme wording: Options with 항상, 모두, 전혀, 즉시 are often too strong unless the speaker clearly says so.
  • One-speaker confusion: Some answers describe Speaker A’s view when the question asks about Speaker B.
  • Partial agreement trap: A speaker may say the purpose is good but still oppose immediate implementation.
