따름 [tta-reum] means only that / nothing beyond that. Add 이다 [i-da] “to be,” and you get 따름이다 [tta-reu-mi-da] — “it is only / it is nothing but.”
 
When a verb or descriptive verb takes -(으)ㄹ [-(eu)l] before it, the sentence becomes a formal limitation:

If the stem already ends in [l], keep [l] and add 따름이다 [tta-reu-mi-da].
